Army Selects Criterion Systems for Army Private Cloud (APC2) Contract

VIENNA, Va.---Criterion Systems has been selected as a prime contractor on the new Army Private Cloud (APC2) Mobile contract. Criterion is the only small business among the four awardees of this multiple-award contract awarded through full and open competition.
“APC2 is a significant win for Criterion and an exciting opportunity for us to be on the leading edge of the changing managed service paradigm,” said Promod Sharma, President and CEO of Criterion. “We bid this full and open competition as a small business because we knew we had the strong financials and robust administrative support infrastructure combined with the right partners and technical expertise. In addition to hardware vendors and specialized consulting companies, Team Criterion consists of several large systems integrators each with a global presence and billions of dollars in federal government contracting revenue. We have assembled a stellar team with technical leadership and proven performance directly portable to the APC2 effort – we are determined to be the team of choice for task orders competed under this program.”
APC2 is the Army’s first cloud computing contract, which will be used to acquire a host of enterprise cloud computing services, including software-as-a-service (SAAS), platform-as-a-service (PAAS), infrastructure-as-a-service (IAAS) and data and application migration services.
“APC2 allows the Army and other government agencies to deploy managed services to consolidate data centers, reduce IT costs, and most importantly, prove many of the cloud computing concepts that have historically been theory rather than practice,” said Bob Coxe, Criterion’s APC2 lead. “The Army is seeking to operationalize the concepts the industry has been buzzing about and move the cloud circle beyond that of utility computing and virtualizing desktops. Along with our teammates, Criterion is ready to support this widespread application migration initiative by using an agile computing model to develop and test applications before pushing them into production into the cloud. The unique attributes of each solution will be determined at the task order level, but our overall approach is designed to architect security into the solution and allow the customer to migrate between solution sets, rather than being locked into a particular hypervisor.”
The Army Contracting Command, National Capital Region on behalf of the Army’s Program Executive Office, Enterprise Information Systems (PEO EIS), awarded the five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to multiple contractors for both APC2 fixed suite and mobile requirements. It has a total ceiling value of $249.8 million. The APC2 contract is available to all Army customers and other Federal and Department of Defense (DoD) agencies to access a range of consulting and information technology services related to cloud computing, information assurance, and application migration. The contract is also available to agencies with projects requiring various types of clearance classification.
Team Criterion is comprised of leaders in application migration and integration of hardware, software, and operating systems that have experience developing mobile cloud platforms, working in austere environments, and supporting mission-critical projects for the U.S. Army.
