RamBooster is a utility designed to make Windows free some RAM whenever the available amount falls below a certain threshold. The program continually monitors your computer's memory usage, and if the amount of free RAM gets too low (by your definition), RamBooster will automatically boost it for you by swapping part of what is currently in RAM out to disk. It also lets you manually boost the amount of free RAM by the amount you specify. You can have RamBooster monitor CPU usage and allow it to free up RAM only when CPU usage is below a level that you define. It runs as a convenient icon in the System Tray area of the Windows taskbar.
